On 29 September 2023, the Energy Charter Secretariat received the attached communication from the United Kingdom exercising its right under Article 17 of the Energy Charter Treaty (ECT) to deny advantages of Part III of the ECT to (i) any legal entity owned or controlled by citizens or nationals of the Russian Federation without substantial business activities in the Area of the Contracting Party in which it is organised, as well as to (ii) Investments of Investors of the Russian Federation who are included in the UK Sanctions List.
